The police officer has to witness the violation in order to issue the summons. The only time the officer can issue a summons without witnessing same, is usually at a car accident and there are eye witnesses to give statements indicating the infraction took place. New York has a law pending to install cameras, similar to the red light cameras, on busses to ticket such violators. Private photos or videos are not sufficient to issue tickets.

No, also calling in violations such as speeding, stop signs or whatever, a LEO must witness for reasons thst should be obvious. Only official photos/video are able to be used to issue a citation.
