I went to the precinct already they told me since it's kids doing this there nothing else they can do.

If they're sitting on their own car that's not illegal. If it makes you uncomfortable, that too is not illegal.

The police officer has to witness the violation in order to issue the summons. The only time the officer can issue a summons without witnessing same, is usually at a car accident and there are eye witnesses to give statements indicating the infraction took place. I've had alarms, never needed to register them with police. Normally a home alarm notifies that companies (ADT, Ring, Simply Safe etc) central station. The operator at the central station calls your police or fire department.

And BTW, you can make right on red even if a camera is installed at that location provided there is not a NO TURN ON RED Sign present but you must make a complete dead stop first (count 2 Mississippi's to be sure) a rolling stop will get you a summons in your mailbox. NYC law is pretty much the opposite. There you can only make a RIGHT ON RED if there's a sign stating it's legal to do so. Anywhere else in the city it's illegal for RIGHT ON RED
