If you have a layover before going out of the country, can you buy a Cuban tourist card/visa at your Delta gate or do you have to go back through security to purchase at the Delta kiosk?

You would need to go back through upon return.

It will depend on your passport first.
If passport allows visa on arrival than you can check.
It should be at immigration I guess, not sure if airlines can provide visa
