Public. It is part of state government. Some areas are restricted. You have to pass through security to get in.
All are welcomed and you need a valid ID to enter. It is a great building to visit...during Session (January thru March) you can actually talk to your legislators

Honestly it's a little bit of both because they have certain places you can go publicly and other places that are private that you can't visit
