No it's not bad AT all. Stayed in a pop up in the summer and the cabins during the winter. The campground's close proximity to so many amazing sites in Harper's ferry far outweighs a tiny amount of traffic noise.
Im on Bolivar Heights. When the trees are bare from leaves I can hear the traffic on 340. Now, spring and summer When the trees are full..it's pretty quiet. Maybe an 18 wheeler using the air breaks can be heard.
We did not hear anything. We were in a rustic cabin on the back side during the off season.
