I've never seen anyone do a time check on cars in the above ground lot. And judging by the number of Maryland plates, I think many of the offices employees across the street use it also.
Free parking is limited to two hours from 8:00 am to 6:00 pm, Monday through Friday. The Library shares a lot with Quincy Park, but has below-ground parking available via an entrance off Quincy Street. Garage parking is also limited to two hours.
