What do we do when the under paid officers can't help you, help yourself?

I had this happen over the winter. I rescued a severely psychologically damaged dog that I was trying to rehabilitate. Unfortunately the dog bit me pretty badly and Petersburg animal control didn't have the resources to help me decide what to do with him. Luckily I have friends in the animal Sanctuary field and I reached out to them. We developed a plan to save the dog. My vet and the depth of health ensured he was healthy and I am still working with him. It's not been easy but no more bites and he sleeps with me and my other 2 dogs. Petersburg Animal Control is VERY understaffed and not available at all times. I've talked to city officials about how to help with this problem and am thinking about volunteering ar the shelter. One thing everyone could do is keep there dogs contained in their yard and ways have them on Leash when outside. If there's a viscious dog and animal control is not available call the police.
