No absolutely not! All the international flights leave from Dulles airport or BWI. There are not even very many coast to coast flights. There is NO Customs and Immigration at this airport.
No. This is the wrong airport for International travel. If you want Global Travel for going out of the Country, try to take it to Dulles International Airport instead of Ronald Reagan. It doesn't take your to countries. Only Dulles have the skill to do it.

Toronto, Montreal and Ottawa are the only non-US destinations. Dulles has the longer haul International flights and BWI offers several also. The designation as an International Airport does not necessarily mean a facility has International flights. It has to do with runway size and a few other specific criteria, like the presence of Customs and Immigration. Since the Canadian airports mentioned have US Customs and Border Control, that function is handled before they leave Canada. Flights coming those places are the same as flights originating within the US.
