If you live within an hour and a half radius you can adopt from here. It doesn't matter what state you are from. The hour and a half is because Briggs delivers the animals to their new homes. You are not required to "have counseling." Because Briggs is an adoption center, potential adopters fill out an application, and the people who go over the applications are called "adoption counselors." They work very hard to find the best match both for the animals and the owners.
