Call the city in case they're doing something illegal
IDK what problems your having but when I stayed out there someone had a key to my apartment and was going in and out eating my food cooking it there and having company and all I wouldn't never know if they didn't leave the oven on so when I told the main office they seen on camera so girl was coming and going as she please an old maintenance guy gave her the keys
