Are the Gazebos open to the public or is someone renting them. If so then they need to tell you they plan on being there a half hour before time to set up.

There is usually a permit/ reservation posted at the pavillion if someone has it reserved that day

Public access, but if your going to throw a party and take over entire area you may want to call the park office.
