Website indicates the park is closed from Nov to Feb, and only open weekends in March. Are you actually barred from entering the park thru those dates to go walking or anything? If so, I find that ridiculous.

You are not barred from the park. You can go in and walk all year round. You hav park your vehicle outside of gate during Nov - Mar.

You may find that ridiculous yet it is still true so I am in agreement with you

The park is "closed" from Nov to Feb but they still open up the main gate at 8am and close it at sunset. They leave the bottom parking lot open during that time so you can still access the park. The rest of the park is open March to Nov 8 am to sunset " usually 6". During that time you can access the boat ramp and park in the different parking areas. The "only open on weekends" part is just for renting the paddle boats and the concession stand. I fish here almost daily all year long it's free during the week 5$ on weekends.

You can walk around the park but none of the buildings will be open. The gates are usually closed to the parking as well, but you can walk into and around the park.
