No car rental occurs AT the airport. You can pick up your bags and head to the first curbside and look for the BWI Car Rental Bus which will take you to the airport car rental facility on airport grounds.
It's a main airport so almost all the majors are there. I'd call your airline to make a reservation with your flight as there can be really good deals that way.
