The best and the most convenient way to get from BWI to downtown DC is by a private car service. I've been using DCAcar for the past 10 years. They are always prompt and very responsive. Hope this helps.
You need to define best. What do you value. Melanie Peter's is fortunate to afford private car service at $130-154 a trip. No doubt paid with money earned by someone else. Private car is not best, it's most expensive and adds congestion to road and burns gas that doesn't need to be burned adds pollution. Take free shuttle (follow signs to ground transportation) to AMTRAK/MARC station $7 to downtown DC and no chance of traffic delays.
