The MARC train will take you to Union Station from BWI-Marshall Monday - Friday. The Amtrak makes the same connect on the weekend.

Cheapest way is to get to get on the 201 Bus to Grorgia Avenue and Smart trip card j2 stops away to your desired location
There is a shuttle that goes every 6 minutes to the Marc station departing from a bay in the ground transportation area. You can ask the front desk as you exit the terminal for which bay it it. Upon arrival at the station, you can purchase a Marc ticket for 7 dollars (12 should you purchase on the train) from the vending machines right next to the bus drop off. The train departs from the other side of the tracks, so head up the overpass to the otherside and hop on. It runs every hour, usually departing 5 minutes before the hour. It will take you all the way to Union Station
