If your wedding ceremony or reception is there, absolutely. If not you may be allowed to for a fee.

It's pretty cheap to get into the garden...they have a AAA & veteran discount available here.
Not sure..I would assume they would allow as there is an admission fee. Contact the House as I am sure they have a special arrangement for such things. Sorry I could not help more
