They do first pay first dibs so you can pay Monday for that weekend All the other campgrounds on that road do reservations (Magpie and surrounding ones)

Most camp grounds in Utah don't do reservations. However, memorial is very nice place to camp and the hosts are very awesome. They do have the bigger areas for reservations, but its for a large groups.
