You'll pay a 2% sales tax on the book value of your car, plus title transfer fee if you own the car outright and $40 per year for registration with a max of 2 years at a time. I don't recall the fee for transferring my physical license (you will be required to hand in the PA one), but I was recently charged $20 for my son's non-drivers state ID, so I'd add that in just in case. Check Delaware's DMV website. It's easy to navigate and will answer all your questions.
