I would suggest getting a license or state issued ID in whichever state you live in. You don't need a passport to fly within the USA.
San Diego is still in America so I'm not sure why you would need a passport. If you are not a resident of Mexico any more maybe you should look into getting an American passport..
I don't know the answer to that question all I can advise is to call the airport ask the person answering the phone.
