There is no fixed place for passport procedures. But sometimes the traveling Mexican consulate is put on. You have to check the dates to find out when you will be there.
There is a store inside. But they are not unless it is when they give the appointment to process it and get it out. You must first speak to the consulate for dates and appointments.
