It really varies from store to store. I'd check their website or give them a call to confirm each location. Esp. if you are planning to be out late.
There is a Claire's, but I would recommend Daddy Jack's on Denton Hwy & Kroger Drive. A professional piercer is a better choice and the shop is very clean. Being pierced by a sterile needle is less painful than having an earring punch through your skin, IMO.
