Yes you can
I saw many people with dogs along the path to the beach, which the dogs seemed to enjoy exploring. Also, there was a park to the south of the path just before you get to the beach and owners were letting dogs play there unleashed. But I never saw any dogs on the beach. (The beach is small and a bit rough there with pebbles and rocks.)

I was thinking you can't, so hopefully you'll get a few more answers. We took our dog in the evening, but there was nobody else on the beach at the time.
