A family friend, every time they bring their kid to this park within minutes it breaks into hives and some skin reaction.. never touches anything, they're in a stroller and soon as they leave it goes back to normal.. by the water area.. anyone else?

I'm sorry it's the fountain at the village not the park.. Maybe allergy to plants, flowers or something there..
