How would i go about reduing my section 8 app and low income housing if i no longer have my log in info or the same email or access to my old email address?

If my section8 expired the extension for looking for a place to live and was told by section they couldn't apply for section8 again until next year can they apply with the HUD for finding a home that has the low rent cost

They kept extending mine they never look for me a place when I found a few on my own they refused it and it was cheaper rent they finally got me one the most ( well almost place ) now i have to move and she got me a lousier place t o live she been threatening me with eviction I even got it in writing her writing lies to me constantly and goes behind my back to a person that does personnel things for me goes threw my cupboards draws and closet , isn't that an invasionof My privacy?.
