The laws and rules in New York regarding decedent's estates are detailed and specific, and the surrogate (the judge) and the clerks must make certain all paperwork is filed and correct. And, even after a Will is admitted to probate, which could take weeks or months; once in a while more than a year, there are a lot of steps which come afterwards. The executor handles those tasks and the court is not involved at all.
