Its definitely being used as an off leash dog park. There is no fenced area but there is lots of room for the doggies to roam around.
It is a legitimate dog park. No fence, from the hill in front of the playground to Woodstock dogs are allowed to be of leash. The locals funded the hose bib installation, and the City sanctioned it. Also, there is one of those sign\ pipe things to put plastic bags in in case you forgot yours
No, nor is it a proper dog park to my understanding. People have just taken to using it and no one has stopped them
