No...not if you fill out the card provided at the P.O. They do charge approximately $1 if you do it online, if a website is charging more than that, they are not USPS. FYI: the name on the credit card has to match the name of the person changing their address.
No, not from the USPS. However, there are sites online that will charge, so be careful if you go that route.
