Very easily once you get your doctor to sign the right paperwork and they just hand them over(not kidding)! I pick one up for a family member, there were no questions ask about me picking up the permit instead of the person listed. I cant remember if I needed to pay for it though, this may sound crazy but I think it may have been free... or i could just be not remembering correctly.
