There will always be a question of authencity of the copy of the ID. Contact TSA. They can give you advice on what to do.

Only if it is a paper temp ID issued by state. Otherwise, even if the airline accepted a photocopy at check in, which is dubious, I am very doubtful that it could be employed at the TSA checkpoint without some sort of pre-arrangement. There may be exceptions, especially if he is very young. Even the retail establishments I have worked for would not accept a check from a customer on such a sketchy foundation. I would certainly advise you to dig deeply into this before implementing any travel timeline.
