Except at the Hilton hotel in O'Hare, you cannot leave your luggage at the airport. Getting through immigration generally takes at least half an hour and can often take an hour or more. Getting from O'Hare to downtown Chicago is another hour; coming back is another hour. You must return to O'Hare an hour and a half before your departure flight.
