If you are flying in the US, yes. Children under the age of 16? do not need ID to fly, Babies do not need. BUT, if you are flying BETWEEN COUNTRIES, then you need a passport for IMMIGRATION into that country, even for babies.

Probably not. You should have some identification proving that your child is, in fact, your child. A passport would work, but you need the birth certificate to get the passport.
