I have a trip from Mexico to Chicago on November 25th, but arriving there I will take a bus directly to Wisconsin. Is there some emergency travel order applied to mexican travelers?

I don't believe so within CHICAGO airport and city jurisdiction, if there is any emergency travel order affecting YOU? It would be enforced within immigrations. Check with them! But I doubt it; I'm a frequent traveller if recent but not international, I have been going back and forth between Houston TX and CHICAGO (IL).
