Most tires with at least the stated minimum tread wear can be patched or repatched from the inside of the tire depending on the situation and the location of the leak. If the leak is somewhere within the treaded area of the tire, it should not be a problem. Patching is far more effective than a plug. Many times the tire patch adhesive may not have been applied properly. However, if your leak is on the sidewall of the tire, I've never heard of a competent shop even agreeing to patch the sidewall of a tire.
Depending on where the repair is, you may be better off getting new tires
