If they reopened the renovated South side YES ! If they are still relying on the North side, then I would say, "Kinda...Not Really. "The North side has about 2 stories of steep steps, then there's a very narrow walkway for about 60 yards, before The Bridge opens up. So its possible (????) , BUT I wouldn't do it.

From the Philly side, yes, the sdiewalk leads right to the ramp/walkway for the bridge. However, on the Camden side there are stairs to access the bridge. If accessing with a wheelchair you'd have to start and end in Philly.
