There is a public parking lot with an attendant right next to the museum. Fee is by time. The museum will take between one and two hours to view and glance throught the reading. Buy time accordingly.
We had breakfast at a brunch place near by and did the tour in a little over 2 hours and i paid about 10 or 15 bucks for parking in a lot that was like 5 minutes away. It was hard to find street parking and I didnt feel like running out to feed the meter.
You can easily see everything in an hour if you don't care to read everything.
There's also a lot of uber drivers in Philly, so worst case you could find a cheaper place to park and take a $5 uber. An hour might be enough time if you're a fast reader, we took about 2.5 total.
Semi easy parking wise. It will of course be metered parking. You could do it in an hour, but you'll probably feel a little rushed.

It really depends on how much time you spend reading about the exhibits, you can finish in an hour or spend more time reviewing the exhibits.
I didn't have s problem parking but I'm sure time of day makes a difference. I got there around 1. You could do the tour in an hour but why would you want to rush? It's too cook top rush. ✌
