It takes about 14 business days for your birth certificate to arrive by mail if it doesn't come by then I would personally take a copy of the check down to the Vital Statistics in Philadelphia so if it's just more than a week that's 5 business days, two weeks is 10 business days, three weeks is 15 business days so 3 weeks is about average
