Yes, Rice's Market is handicap accessible. There is handicap parking close to the market and all the walkways are paved, making them wheelchair and stroller accessible!
Good morning dawn this is Big Al I am a vendor for Bath Fitter right in front of the office there is handicapped parking the whole Trail is on asphalt you can push your friend anywhere you want to go the only trouble you may have is when you go out into the open cornfield where all the Flea Market vendors are I don't know the access is totally opened but a wheelchair can get in I've seen electronic wheelchairs I've seen people with Walkers I've seen people in regular wheelchairs they push themselves you enjoy your day and it's $1 to park and it's only Tuesday and Saturday from 7 to 1 they are the hours for Saturday and Tuesday and if you come up stop by and say hi 2 me Big Al good luck it's like 26 miles away it's right through Peddler's Village it's a nice ride

Yes you can. There are asphalt walkways that are easy for wheelchairs to navigate. I believe they also have ramps that lead into the barns housing the indoor vendors.
