Yes you can and you don't exactly need it insured as long as you are not driving it you can check the plbox saying it has insurance so you can get tags for you vehicle.
Only if you pay the 500 uninsured motorist fee or add a licensed spouse name but you have to have proof of insurance witch you can't get without a license
