How do we get to the Bluebird cafe? Staying near Capitol Hill and need to be there at 5pm today? Is the only way by taxi? Is there anything around there to do afterwards, about 7pm.? Are there taxis near by so we can get back? Is it a safe area?

Yes and i would suggest UBER or Lyft. The area seems safe.
