Until they accept walk-ins, yes you'd need an appointment. I went this past Saturday to get my plates because they took walk-ins. My plates had been there for three months. They're talking about opening back up on Saturdays.
They take walk ins on Saturday, you don't have to make an appt. but if not prepare to await a long time, they go by numbers and I have seen many leave and come back hours later, they take all appt. first & disabled, so prepare to use a full day without appt.
