Tiki Joe's at the marina is open late and you can walk yo sandy beaches from there. No open fires anymore. The beach area with BBQ's and tables closes at night and is patrolled.
Definitely no to both questions. However, there are some state park you can have a fire pit going. State/DEC police will be on-site after hours at captree. They are night time fishing permits you can get though.
