No! Adults can not bring in empty water flasks at all. Out of a courtesy, they tend to allow coffee on cold days, however, if it is not in a metal container. Small water containers are allowed for children, just like certain outside food. Remember all events your bags are searched and everyone goes through a metal detector. So, the answer is no. Depends on the event. Some have the metal detectors. If your water flask is metal they might refuse, but plastic you can hide.

Depends on the event. I have walked in with a cup of coffee before. How would anyone know if you have an empty water bottle.
