No! Adults can not bring in empty water flasks at all. Out of a courtesy, they tend to allow coffee on cold days, however, if it is not in a metal container. Small water containers are allowed for children, just like certain outside food. Remember all events your bags are searched and everyone goes through a metal detector. So, the answer is no.
