If you are asking about Fantasy Island amusement park you can buy tickets at the KOA and they have a train ride that takes you from the campgrounds in to the amusement park.

No sir. KOA and Niagara Falls two separate places. But Niagara is Free for viewing. Food/events such as the Caves( a MUST DO) and Maid of the Mist do cost a small fee. As always, early bird geta the worm. They sell out later in day for trips.
No, but they do offer different packages for different attractions. Niagara Falls state park is free to enter, but it's around $10 to park.
