Depending on what type of scene and the location of the scene it's quite possible they had to wait until PD cleared the scene as safe before they were allowed to proceed there. I work for another EMS agency and have heard that most times they respond to Mount Vernon that they have to wait until PD instructs them to make the scene before they arrive.
