Most FFLs do charge a fee around $35.00.
Your son will need to find a Federal Firearms Licensed(FFL) dealer in California to receive it. More than likely this FFL won't accept a transfer from a non-licensed person so you'll need your own FFL here, like Bullseye, to ship it. That FFL and Bullseye will need to exchange their FFL licenses and that's about it. You won't need any extra paperwork. The only thing I'd add is to make sure that your rifle complies with California firearms laws which the FFL in California can help you with.
