I am literally having this same issue.
This is what I did. I typed up a letter every week and mailed it. Each week I would say, This is week such and such without my benefits. And I would just repeat my info and ask that they please process my claim. After 7 such letters, I wrote to the director of DEW and enclosed copies and said it's been 8 weeks, could you please do something? Within 10 days it was finally done.
