If a person has a hanicap sign in front of their house and paid the $10.00 registration fee is it considered only her spot or can anyone park in it that has a handicap placard or plate. Is it considered only her spot?

Thats idk kbow parking authorities would but i would think not just that persons spot but if school pick ups and drop off stuff like that WOULD think b ok a few mins at least
