Yes you can I'd imagine. We brought our daughters tub and filled it and buried a little like a small baby pool. Never had any problems here.

If at the campground it would be hard to fill it. Unless you have a water and electric site
If on camp grounds it should be fine. And there are plenty of lifeguards at the beach.
