My mom is fighting for disability and is in a hardship right now, can she transfer her case from one state to another if she is in the appeal stage?

I'm in the same situation. All you have to do is transfer your case to the state your in. Or you can travel back to the original state it is appeal at if you don't want to transfer. You will not loose your time served if you transfer during the proceedings.

Social security is a federal program so I don't think it's an issue other than telling them your new address. Call your local office to be sure.
