I was told that because I was in Germany in the service from 1979 to 1982 that I could never give blood because of mad cow disease over there is that true?

I'm pretty sure, yes. There are several questions pertaining to time spent overseas around that timeframe. It's worth a call in to red cross to see if you can donate.
